This lawsuit was filed on behalf of a lawful permanent resident whose naturalization application had been delayed for more than two years, likely due to the Controlled Application Review and Resolution Program (CAARP), a secret and unlawful government vetting program that targets thousands applicants who are Muslim or from certain Muslim-majority countries for delay or denial of immigration benefits. The case was filed in the U.S. District Court for the Eastern District of California by NIPNLG and the Law Offices of Stacy Tolchin. The parties agreed that the case be remanded for USCIS to re-interview Mr. Hassine for his naturalization application and that the Court would retain jurisdiction over the matter should USCIS not adjudicate in the application within 45 days of the interview.
